The Montreal police service has implemented a comprehensive response plan to revamp its institutional culture in light of accusations of racial profiling by a group of officers in the city’s north end. The strategy includes immediate disciplinary measures and long-term oversight, focusing on transparent communication and shared accountability with local residents. Chief Fady Dagher unveiled the plan during a public meeting at city hall, where he addressed the scandal and community demands for change.
The allegations of racial profiling at Station 39 in Montreal-Nord were disclosed in June, leading to an investigation into 16 officers for alleged racist and hateful behavior towards Black and Arab individuals during police stops. In response, Chief Dagher disbanded the 16-member patrol following reports from colleagues about their conduct.
As part of ongoing investigations, three officers have been suspended, with the most recent suspension occurring on June 18. The police service’s new approach encourages internal and external whistleblowing to uncover misconduct, with future policy adjustments developed in collaboration with local stakeholders and community groups.
Chief Dagher acknowledged the challenges in effecting change, emphasizing the need for continued efforts. Residents have voiced concerns about racism and racial profiling in Montreal-Nord, urging transparency in the investigation process. The community is seeking assurance from the police service on eradicating systemic racism, with Chief Dagher highlighting the criminal investigations and suspensions as steps towards progress.
Despite no formal requests for criminal proceedings against the officers involved, Chief Dagher assured the public of close collaboration with Quebec’s Director of Criminal and Penal Prosecutions. He emphasized the incremental nature of addressing racial profiling and discrimination, underscoring the police service’s commitment to positive change.
