European Parliament to Open New Office in Ottawa

The European Parliament, a significant entity within the European Union, is preparing to establish a new office in Ottawa, Canada’s capital city, in a bid to strengthen connections with the 27-member bloc, led by Prime Minister Mark Carney.

Expressing the alignment of values and interests between Europe and Canada, Roberta Metsola, the president of the European Parliament, highlighted in a press release on Monday the intention to enhance parliamentary collaboration through the establishment of the Ottawa office.

This upcoming office in Ottawa will mark the tenth such presence globally and the third in North America, following the existing offices in New York and Washington. While the European Commission, the EU’s executive arm, manages the current embassy in Ottawa, the European Parliament functions as a representative body for elected members from EU states.

Prime Minister Carney recently announced plans to initiate discussions for a distinct partnership with the European Union, emphasizing shared values and strengths with the EU, but not pursuing full membership. This strategic move comes as a part of efforts to reinforce Canada’s ties with the EU, with discussions focusing on potential opportunities short of full membership, as reported by the Wall Street Journal.

In response to the proposal of an “associate member” status for Canada within the EU, Conservative Leader Pierre Poilievre strongly opposed the idea, asserting Canada’s commitment to maintaining its sovereignty and independence. While discussions on deepening Canada’s relationship with Europe are ongoing, with considerations for various partnership models, the Canadian government aims to prioritize the benefits of enhanced ties for the country.

The concept of Canada becoming an “associate member” of the EU is under review, with plans to elaborate further on this potential relationship during the EU-Canada summit scheduled for the end of October. Notably, the EU currently does not have any associate members and has historically maintained strict criteria for membership, limiting applications to European countries.

Prime Minister Carney is scheduled to speak at the European Parliament later this week, continuing discussions on the evolving relationship between Canada and the European Union.
