The town of Norman Wells, N.W.T., is undergoing significant changes following the recent closure of Imperial Oil’s production operations in the area. Mayor Frank Pope described the closure as a pivotal moment, prompting the community of approximately 700 residents to consider the next steps.
Imperial Oil had been active in Norman Wells for over a century before announcing the closure earlier this year due to declining production levels. The shutdown has necessitated adjustments in the town’s operations, including transitioning from gas-generated power provided by Imperial Oil to diesel power from the Northwest Territories Power Corporation.
Mayor Pope expressed concerns about the reliability of the new diesel power system, especially with only one local worker currently capable of addressing any arising issues. In the event of a major outage, external crews would need to be flown in, highlighting the need for permanent trained staff to be stationed in the community.
The departure of Imperial Oil has also triggered a reevaluation of Norman Wells’ budget, as the company’s taxation revenue constituted 70% of the town’s budget. Mayor Pope intends to engage in negotiations with the company regarding the taxation rate for the forthcoming 20-year remediation project.
Beyond tax considerations, Mayor Pope is focused on preserving local job opportunities during the remediation process. Discussions are ongoing between various stakeholders, including energy analyst Doug Matthews, to ensure that community members are trained and benefit from the closure and restoration efforts. Matthews emphasized the importance of utilizing local skilled workers for the remediation process and highlighted a local company’s involvement in the interim restoration activities with Imperial Oil.
Matthews underscored the potential for communities to revitalize themselves through innovative approaches, suggesting a shift from oil production to post-production cleanup could offer a fresh perspective on environmental stewardship and economic opportunities.
