A recent analysis of data reveals that a small group of private career colleges in Ontario has experienced significant growth in the number of students receiving financial assistance through the Ontario Student Assistance Program (OSAP). This surge in student grants and loans at a handful of around 170 career colleges far exceeded the growth rate at other institutions. Some schools witnessed a substantial increase from less than 100 students receiving OSAP to several thousand within a short period.
In the 2024-25 academic year, seven career colleges collectively received approximately $385 million in provincial grants for their students, surpassing the total grants provided to students at all publicly funded colleges and universities in Ontario. Earlier this year, the government of Ontario under Premier Doug Ford reduced student assistance grants for university and public college students, while also restricting career college students from accessing grants due to concerns about the sustainability of OSAP costs.
Recent findings indicate that the majority of OSAP growth has been among career college students, with a few institutions driving this trend. Career Colleges Ontario, the industry association, acknowledged concerns raised by the government regarding specific institutions but emphasized the rarity of irregular conduct among its members. The organization is collaborating with ministry officials to address any anomalies and ensure the integrity of the OSAP system.
In a related development, the Ontario Ministry of Colleges and Universities announced the disqualification of students at five career colleges from receiving OSAP in the upcoming academic year. The decision was based on concerns surrounding asynchronous learning programs, which allow students to complete coursework on their own schedule. The province raised issues about compromised participation in these programs, prompting the exclusion of these colleges from OSAP eligibility.
Looking ahead, the ministry plans to introduce legislative measures to manage excessive growth, enhance accountability, and ensure prudent use of public funds in the interest of students. The Academy of Learning, one of the franchises with schools experiencing significant growth in OSAP recipients, attributed the enrolment surge to demographic changes and the appeal of their programs to individuals seeking career retraining opportunities. Despite challenges, the institution emphasized its commitment to integrity and successful post-graduation outcomes for its students.
Notably, some Academy of Learning locations saw remarkable spikes in OSAP recipients, with substantial increases in student numbers and grant amounts. Industry experts caution against such outlier growth rates, highlighting the need for better oversight and understanding of financial aid trends in the post-secondary education sector.
